Analysis of the FY 2021 Omnibus Appropriations Bills and COVID Aid Package: Implications for Research, Higher Education, and Academic Medicine

Congress passed a massive end of year package that included $1.4 trillion fiscal year (FY) 2021 omnibus appropriations, $908 billion in COVID-19 pandemic relief, and several other pieces of legislation on December 21. This analysis by Lewis-Burke, Associates highlights federal funding and provisions of most relevance to the research, higher education, and academic medicine community. In addition, this document provides an in-depth analysis of final appropriations and the COVID aid package.

Funding Opportunity - NSF Issues Dear Colleague Letter Strengthening American Infrastructure (SAI)

The National Science Foundation (NSF) has issued a Dear Colleague Letter (DCL) announcing funding for transformative research that strengthens America’s infrastructure. Specifically, this DCL seeks to build research capacity that can address challenging infrastructure contexts that require a human and social centered approach. This program is expected to be an enduring priority for the Social, Behavioral and Economic Sciences (SBE) Directorate, which leads the competition with support from seven additional NSF directorates.  The proposals should include a central focus on at least one SBE program area with the lead principle investigator being an expert in social, behavioral, or economic science and must demonstrate an interdisciplinary approach beyond that of any single program or NSF Directorate.

Overview of Federal Funding Opportunities for Behavioral and Social Sciences, Arts, and Humanities

The social and behavioral sciences, the humanities, and the arts have a critical role to play in answering broader scientific and social questions about technological innovation, national security, healthcare and human well-being, and sustainability, among other issues. In recent years, federal funding agencies have placed an emphasis on interdisciplinary and convergence research that has propelled researchers in the social and behavioral sciences, the humanities, and the arts to directly articulate the value and potential outcomes of their work.

To help researchers navigate this increasingly complex space, SIOP’s  government relations partners at Lewis-Burke Associates LLC compiles an annual Overview of Federal Funding Opportunities for Behavioral and Social Sciences, Arts, and Humanities.  This document provides a broad catalog of funding that span the federal government.  I-O psychology researchers can use this guide to review updates to programs in key federal agencies of interest and to better understand research priorities of potentially unfamiliar offices.  This guide is intended to be informative and pique interest among researchers in viewing their work through interdisciplinary perspectives and considering how their findings may address priorities identified by the offices.

In this document, Lewis-Burke provides updates on recent activities at various federal agencies to address discrimination and disparities across the research and education community.  The document also presents examples of new and/or restated funding opportunities at agencies to support broadening participation.  Please note that this document does not provide a comprehensive list of all programs available to advance broadening participation.  As agencies review their practices to address systemic racism, organizations and institutions with effective initiatives in place or under development are encouraged to reach out to agencies to share best practices and explore opportunities for engagement.

Funding Opportunity: US Army Research Institute Release FSRU BAA For Basic Research

The U.S. Army Research Institute for Behavioral and Social Sciences (ARI) released a broad agency announcement (BAA) for its Foundational Science Research Unit (FSRU), which carries out the agency’s basic research in behavioral science. ARI is the Army’s main funding agency for behavioral and social science research, with the objective of improving “Army readiness and performance via research advances and applications of the behavioral and social sciences that address personnel, organization, training, and leader development issues.” Through this BAA, the Army is seeking groundbreaking multidisciplinary basic research approaches that will address difficult challenges facing the Army and lead to improvements in personnel performance. The BAA’s basic research topics of interest are listed below, with key research objectives that proposals should address listed under each topic
